The Constitution assigns Congress the power to declare war. Congress has exercised it eleven times, and last did so on June 4, 1942, in three declarations naming Bulgaria, Hungary and Romania.
Since then the United States has used military force many times. Congress has authorized some of it, funded most of it, voted on portions of it, and declared none of it. The power has not been removed, amended, or transferred. It has been available continuously.
This entry will be filed again the next time force is used without a declaration. The wording will not need to change.
